Probably their actual function is something along the lines of lifejacket to counter the density of the rest of their form. It is the only reason I can think of for those oversized balloons…

It could be said that her body type would be less than ideal for fast swimming.
Just floating around would be nice though.
could be that androids are too dense and will sink rapidly.
