I think I like where this is going. Another advantage of such a strategy is that of negotiations work or for whatever other reason the oponent decides not to attack, peace is maintained and you have a plan in place ready to execute at any time should things later change and they do attack. Attacking first would garontee a counter attack. y waiting they don’t create or further antagonize the situation.
