That arc started page 2788. Wedding arc started at page 2754 and the wedding itself started page 2774.
They didn’t wait until marriage, it just hasn’t been shown. I don’t remember the page but I remember making a comment about it and having it replied to by Sage himself saying as much.
Even if that comment wasn’t cannon or has been retconned since, Kate and Phil got married already and in several ways it’s been shown they have consummated their marriage as well.
In real life, they would and it would be advantageous to find out compatibility as soon as possible. Anything else could be considered sexually perverse (but of course some have their kinks).

If I recall correctly Phil stated that Kate was the one building the Harem, and that he was just part of it.
