If a nearby shrine has art of the Suijin so that everyone knows what they are seeing and that it is usually not dangerous, perhaps it *is* the human arguing with it and potentially upsetting it that is causing a panic.

I know the specialist is the guy in the last panel, but I think it would have been HILARIOUS if the specialist they called was phil. “Ok, we’ll wait for the specialist. Oh, my phone is going off… apparently they need me to deal with some sort of water drago….. well this is awkward”
