Yup, there are so few updates on it, and it’s never mentioned by anyone in the manga, so there’s no way to know why she doesn’t wear anything over her panties.
I know she’s getting dressed, and that’s her tucking her shirt in/keeping her hair out of her pants, but my first reaction to that last panel was “dammit, manga fashion trends have gotten to Sage!”
Mostly because there are some very nonsensical outfits in manga and anime, one loli character in a manga I follow, is actually dressed similarly to Michelle there, but on purpose, with ass less chaps on suspenders, exposing her panties for some(?) reason….

Still better than one ive seen, girl had a skirt that was transperant, like a extra thin veil, so her panties are always visible, as iceing in the cake she still freaks out if the wind lifts her skirt, makes no sense whatsoever.
