The result might not be what she desired, but having clothes transparent to everyone BUT him might be an okay alternative result.

Something tells me Michelle is planning to have an illusion-dress on the wedding day to mess with Phil and only Phil, Kate, and Michelle will know it’s an illusion.
Illusion magic is really good for fast prototyping, but it will probably be physical dresses for the wedding. Purely magical cloths is just one more point of failure for a day wreaking mishap.
This is just a good opportunity for Michelle to be a tease, and try to push Phil’s embarrassment button.
The real reason she wants an illusion dress is so that when the ceremony is complete and they all go to the reception afterwards all Michelle has to do to change is just step into an empty room for a moment, drop the illusion, and bam! she’s now in whatever clothes she was actually wearing.
Just because it needs to be pointed out, if he can see through the illusion, that possibly means other people might be able to do that as well. So for a percentage of people out there, she’s effectively naked to them.
