Yes but it depends on the situation and if magic is used or not. Anything touched by magic spells or enchantments is automatically neutralized, physical attacks like from his training with Lien and the other girls make impact but do not damage him but he can still feel pain. During the milkshake sniper thing when a direct threat to his life appears his power just erases the threat completely but when he was in the blast radius of the flashbang he went deaf for a while. But Phil has said he does not want to hurt people with that power so the power maybe acknowledging Phil’s wishes and be letting something slip through.
Technically no, Phil’s powers always work, they are just more effective against surprise attacks. He’s clearly expecting an attack while training his daughter- probably a bit surprised she can even jump that high.

Heh. I wish. I lost the ability to practice martial arts awhile ago, and never got to finish teaching my kids.

I almost expect one of these days it’ll be questioned that something actually hurt and he’ll get distracted from expecting to be in pain while answering. (Sorry if this steals any thunder from an impending set up)
