The situation is rather worrying. If the Outsiders have found a way to slip past the Celestial host, how long can it be before they make incursions in large numbers?
I’m not sure most yokai would have anyone to report to. So many are tricksters or outright monsters, they’d have trouble convincing onmyoji of their sincerity, let alone the Celestial hosts – and they might fear them just as much as they do an Outsider.
Outsiders are just as much a threat to them as they are to anyone else, possibly moreso yes most Yokai are tricksters, but most tricksters are teachers, and not exceptionally malicious,

Courage Phil, talking to their mom won’t be so bad. Also agree with NGLS, that the outsiders have found a means to slip past Celestial notice is worrying. It’s not just Earth they protect, it’s the entirety of their universe. So where else may they be hiding and quietly building up their numbers?
If they were able to suppress their hunger and coordinate effectively, they could build up a host on any of the gas giants or a suitable Kuiper Belt-object, then swarm Earth en masse… 😕

The big question, did the outsider just arrive or was it sealed there long ago. Sealing was one of the go to methods and in a temple with divine sensing bell, to me that implies direct contact with celestials.
The seal could make it hard to sense do to being contained. Andif the detection is looking for their arrival then it didn’t just arive.
But wouldn’t any Celestial that got involved have preferred to obliterate the thing, collateral damage be damned, rather than seal it to make trouble down the line?
Probably, but this implies that they could. If it was just some celestial akin to Yuki in temperament, the best they might have done was containment. They probably wouldn’t have told the rest of the celestials to prevent them from basically leveling the area an citizenry. From their perspective they could probably re-up the seal while looking into ways to destroy it for good. Then some crazy guys sealed magic afterwards and it became moot. No one saw that coming! Probably. It’d be an interesting plot thread.
That’s presuming a celestial was involved. The locals may have sealed the thing away without knowing what it was, just presuming it was some weird Akuma they knew nothing about.
Remember, Axel had an outsider inside him at the earliest parts of the comic. It’s not until the outsider reacted to Phil and attacked him, getting destroyed in the process, that the celestials were even aware of it, and their response was sending an army of sentient swords to kill Axel, just to be sure, to which Phil responded… poorly.

I would argue that he didn’t respond poorly. He was protecting his friend and found a way to free him.
