It seems she has no intention on keeping Kate hostage, probably not Hue either, Hue while traitor is a known quantity, and again if she wanted to kill him he would be dead. Best case is that she agrees to arrange armistice periods in exchange for the chat

Some one should bring Death up to speed with the times. If you just want to have a conversation, the first step usually involves a polite invitation to a meeting. And with an invitation, you can specify that its a formal meeting so formal attire is required.
