That can be a tough promise to keep with modern equipment and software. So much just connects to to internet by default. Not to mention just not being careful when making backups.
Removing the simcard usually stops the internet connectivity of a phone, if you put it in airplane mode.
Better to buy a new phone for phone things and keep the photos secured in the offline unit.

But from what little I know phones are constantly pinging the cell towers regardless of sim so that emergency emergency service calls can be made. Granted the likelyhood of him being specifically hacked with such obscure back door methods. Either by a governmental actor or malicious agency is exceedingly unrealistic. This is probably just a throw away plot point and the files will never be brought up without being the butt of a joke. But it could theorhetically happen without a device without a connection point, and secure back ups. Though in a world of magic all of that is irrelevant regardless. For all we know some monster could quantumnly disentagle the image from his retinas or some nonesense like that. Don’t take the chance, I’ve done computer security and you can’t guarantee it won’t hit the net without military level security. You would need to use isolated machines that don’t connect to other devices then destroy anything that recorded information with an industrial grinder. Anything less is NOT guaranteed, and I doubt your equipment has that level of security. Tell her you can’t guarantee it but you will do your best, but if that isn’t enough would a swimsuit work?
