Okay, so the good news is that she only has 9 tails, which means she’s only at the peak of her possible power, and not beyond it.

I wonder how terrifying a 10 tailed kitsune would be.

Probably they’d be too powerful to be able to appear on Earth without involuntarily causing natural calamities.

She’ll still be a Divinity, just a higher-ranked one. As a 9 Tailed Kitsune, according to the chart in the background of page 2694 that Haylo linked, Yuki would be a “Tier 9” God. In the Author Notes Phil stated that he didn’t spend much time on the Deity Ranking, so I’m not going to nit-pick the other ranks, but a 10 Tailed may be a Tier 7 or Tier 6 God.

Just as a point of comparison, to paraphrase that page, the scaling goes “God-the-creator”, “God’s Underlings (probably the Archangels)”, “Standard Gods, which cover a range of existence from Mythological Existences all the way down to the Magi, covering a WIDE array of possible origins for their power”.

So the question here, is Yuki meant to be Inari? Because Inari has had multiple names in history and so far many details overlap.

I think, while Inari is probably one of the more popular Nine Tailed Foxes, she isn’t the only one. Given that knowledge, I think Yuki is just Yuki, and was alive long enough to grow into her power to become a nine tails.

The thing is, a good number of them are just older names for Inari. And like you said, they are much less known. And at most will have one shrine. Yuki seemed to imply she has more than one place to visit and look into, which sounded like more than one shrine. As well as it seemed like the shrine she visited in detail was rather well off and large, as its priest seemed to live in a traditional Japanese mansion, only a priest of one of the more major shrine could afford that. Add that magi of power conflict means she is strong enough she could oppose a magi family for generations and live.
Everything points to her being a major kami as a small local one wouldn’t wield that much power.
The only kitsune goddess who matches all those details is Inari.
