Probably because all magic used on Kate is utilized to ensure she’s a Cat-Girl, which would simultaneously explain why Kate has no magic inside of her, and would suggest that all the Beast-Human Chimera have some level of innate resistance to transformation.

Option 1: Chimeras are infact resistant to transformations
Option 2: Kate is wearing hidden charms and they are protecting her
Option 3: The demon being bound is affecting their power by the spell
Option 4: THERE IS A NULL-BUN IN THAT OVEN
Option 5: The water back at the apartment that is causing all the busts to increase, I presume to which is due to the orichalcum deposits, has a few additional quirks.

Wasn’t it mentioned at some point that Kate have been a mage on par with the Heaven and the Hell mages if she wasn’t a chimera, which bound her magic into a different form than it should have taken ?
So she’s got amount of magic only surpassed by the Null and the 6 Atlantean magi, dedicated to keep her into catgirl shape. I don’t think one of Susanoo’s servants that isn’t known enough to be a household name would have anywhere near that level of magic to toss at her.
